Working aids for makers of 25(b) minimum-risk pesticide products

Products that meet the conditions in 40 CFR 152.25(f) are exempt from federal pesticide registration. The conditions are exact, and most states still register these products under their own rules. This section holds free aids for reading the federal rule against a label. They are dated, every finding links to its source, and they say what they cannot tell you.

What these aids are, and are not

They are reading aids built from the published rule text and EPA's own guidance pages, read on 19 September 2026. Rules and guidance change; follow the links and check the date before relying on anything here.
They are not legal advice, not a compliance determination, and not a statement by EPA or any state. A name match says nothing about a material's grade, its real role in a product, or whether a claim is misleading in context.
They cover the federal conditions only. State requirements differ from each other and from the federal rule. The state regulators' association publishes a free state-by-state table of 25(b) registration requirements, contacts and application links, and its own label guidance, on its 25(b) workgroup page; start there, and check each state's own page for fees and current forms, which that table does not carry.
